A protocol upgrade is an upgrade to Espresso software which causes a change in the protocol used by nodes in the GCL to communicate and reach agreement. This is an especially tricky type of software upgrade which requires at least two-thirds of participating nodes to upgrade and opt in before the upgrade can take effect
